Old fuel could be the reason.
I suggest draining out old fuel and add FRESH fuel.
Drain Carb of OLD fuel. (should be a drain plug on Carb float bowl)
At this point if the engine is turning over at normal speed (good battery) then it should start. If not ... I would look into the Carb. Remove, clean, possibly replace
Pilot jet.
Also, when cranking over, plug ignition wire onto plug and ground plug onto cylinder head and look for Spark when cranking over.
