Don't know much about Valparaiso, Chile but I have heard unexpected port fees and delays are common Sea Freight problems in Buenos Aires.
Let me explain, the city of Buenos Aires was originally financed/built by the import/export revenue of its' port. Before Argentina gained independence from Spain, this "illegal" port was established in Buenos Aires. Today, the Port of Buenos Aires still operates fairly independently from local authority. Any recourse for reporting additional port fees or late shipments falls upon the shipping companies, who really don't want to rock the boat with the Port of Buenos Aires.
For twenty years I have known Javier and Sandra of Dakar Motos, Buenos Aires. Dakar Motos provides excellent Air Freight service. If shipping a motorcycle in or out of Buenos Aires, I agree with Grant. But, I also have respect for the opinions of Markharf who I have followed on HU for almost as long.
