Now, it doesn't help at all here but they asked for Central CFA at the embassy so I'm assuming if you gave Western CFA they'd take a small fee because they would need to exchange it themselves. The rate may be the same, but that doesn't mean they are interchangable. Just like trading USD and CAD which are essentially equal, the changer has to take a profit.
