We got down to Ushuaia on 22 September and that was before they put asphalt all over the lovely Garibaldi Pass. We had no snow going in (but it was very cold) and we had a bit of a snow storm coming out on the way up to the Pass, but it got mild very quickly on the way back down.
The earlier you go, the more unpreditable the weather is. However the road is "improving" down there all the time, with very little dirt left, so even with bad weather conditions, it can be done.
