Update?
Thanks for your post on this, ChukaDaniel, and the others that replied. Was wondering if you bought a bike, and if so, how it went? I plan on doing the same. I'll be happy to post about what I learn if this thread isn't dead already.. Thanks!

I got a CPF in half a day about a year ago, no problem.
Somebody said that you get it in the post office, sorry, but that is complete ....s....
You need to print a form, fill it out, pay a fee at the post office and than go to the mentioned receita federal ( idg.receita.fazenda.gov.br/), THERE you get the CPF and not at the post office.
I payed something around R6 at the post office (I think its just some stamp fee) and after waiting for 20min at the receita federal I got the CPF without paying another fee there.
You need to give an address on that form but they dont even read through it, and you dont need a bank acount as somebody mentioned here.

How to make it happen - buying a bike in Brazil
Just adding to the thread in case people want to find out more details about the actual procedure of buying a motorcycle in Brazil. The procedure is quite painful and takes a lot of time. Check out the blog: https://zenmotero.com/how-to-buy-a-motorbike-in-brazil/

Buying motorcycle in Brasil
Hey there,
We Are courently on Brazil with our caravan and trying to buy a motorcycle from another foreigner because we don’t want to register the bike and all that stuff. I didn’t find no other place to start a new post so I’m just writing here.
Do any of you know somebody who wants to sell theire bike (we’re searching for an enduro 150-300 cc)?
Thank you

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love. To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.
