I am pretty sure you can leave with no issues, AS LONG as you return and then exit the country with your vehicle before the expiration date on your TVIP. No one checks for your TVIP at the airport.
However, IF you plan to be out of the country past the expiration date of your TVIP, then the process they explained to you is correct. This process generates an “interdiction” or “suspension” of your TVIP. Many people (including my wife and I) were able to obtain this during COVID. The difficult part is 1) having a convincing circumstance that warrants the interdiction (very subjective I suspect) and 2) finding a local willing to take the responsibility for your vehicle. In our case, the aduana officials did contact the person we left our motorcycles with and came to inspect them, and this was months after we had left the country.
