This border crossing has historically been open only to Mongolian and Russian citizens. There are occasional rumours of it opening to everyone, but nothing official.
So in short, no.
The road from Khatgal up to Mondy is meant to be extremely rough too, so it would be a long way to go and check for yourself, unless it's winter when you can just drive across Khovsgol Lake.
The only road borders currently open to foreigners are Altanbulag / Kyakhta, Tsagaannuur / Tashanta (far West) and Ereentsav / Solovyevsk (far East). There are many others, but they are only open to Mongolians and Russians.
