Sure, these regulations apply all over Europe. At least i will give it a try by crawling out of that leafer and asking for a proper spine alignment first - with a smile. That always helps.
On quotations: I´ve got a detailed list, including the big 24.000mls service which some workshops offer for a fixed price, i.e. Glencoyne for £299.
At the end of the day, everything in live can be negotiated and I´m not keen to pay +100£ just for pulling the radiator and wings of for a front pulley and steering box sealing. I´d do that - hold my  - on the parking lot before I enter the workshop.
