Hi, Nope....to the best of my knowledge the only way a non-resident can buy a new vehicle here is on export plates, which as the name suggests....implies that the vehicle will be exported after a short time ( I think it's a matter of months, possibly up to a year), it's just a way to save on paying local VAT since they assume that the tax will be paid wherever the buyer eventually registers the vehicle permanently.
Otherwise having a vehicle in your name requires a tax registration number as well as a residence permit ( or application for one) , for non-EU citizens, or proof of residence if otherwise....
However.... A quick search will take you to a very trustworthy Irish outfit that can help you buy insure register and keep a motorcycle of your choice within the EU for as long as you want.......
