Splutter
First, do not accelarate through 3000 rpm, if you want your gearbox to last. Above 4000 is where you want to be / start.
The cutting in of the 2nd carb is not directly related to engine speed, but to engine load and the related airflow. When stationary and you open the throttle, second carb will not open up as the engine does not need the mixture to keep the speed. etc.
For spluttering, always first thing to look at is the airfilter. Must be clean. As factory settings of the carb are rich already, you do not need that much dirt in the filter to make the mix too rich. Easy test: ride a bit without filter.
