I think with current legislation your on a hiding to no where but try using the owners club or any other records Classic bike clubs etc) available for the bike make and type see if you can pin it down to any reg number or any dealer or owner in its past history. If you get its original reg number - (even if that has been sold onto another vehicle)you may be able to work from that with DVLA. But I am sure once the log books gone and the frame not a complete bike its going to be a very big uphill struggle. I did a similar search with an old bmw frame it was impossible to re register it. DVLA do have a vehicle history section and if you fill in the forms off the website you get the full history after paying the fee. But I am sure the tracing function is very limited and you may need the reg number to do a trace, ho ho its great aint it. DVLA and Police records will both use DVLA computer so I would doubt the Police would do a trace unless it was stolen. Best of luck though.
