My brake maintenance routine which I find this helps my brakes.
1- a thourough cleaning
2- polish up the metal back plate of the brake pad and NOT the pad itself!
3- Use brake pad grease on the back of the now clean metal back plate where the caliper piston presses against
4- LIGHT sanding of the brake pads which I find can 'glaze' a bit
5- Use a brake disk solvent cleaner to clean the disk thoroughly followed by a LIGHT sanding (using sand paper by hand- no power tools!) of the disk itself.
6- Bleed the brakes and/or replace brake fluid if it is time to do so.
7- check brake pad for uneven wear which could mean a warped disk. If so, check disk thickness with digital vernier calipers.
some of the above may well work from drum brakes. It's been awhile since I had those.
