Fork oil level, on the level.
You might get various different levels because most manufactures give a range of oil so that you can vary the firmness of ride. More oil means less air space and more air compression therefore giving a stiffer spring rate. On most forks you can stand the fork straight up and down fully collapsed with no spring and fill the fork to within six inches of the top. That way you can get the same amount in both forks. Measuring from the top down is more accurate than just pouring in a measured amount, maybe one fork diddn't drain all the way etc.
