In Thailand processes and systems are continually being updated AND computerized. Old "re-cycled" Green Books (Tabianban) are being revoked (along with the associated motorbike). It may not be (sterile) Singapore, but it's not the "wild west", by a long shot.
Those sorts of shenanigans are not done in Thailand. Have a look at GT-Rider.com and ThaiVisa.com for more info. And peruse BahtSold.com (Baht is Thai currency) for ideas of prices on bikes. "With book" means it's entirely legal and can cross national borders. "Without book" or "only import papers" means . . . you're on your own. Those are alot cheaper because at any moment it could be confiscated.
