You've got to distinguish between the fee and the deposit. The ADAC charges € 150 to issue a carnet - irrespective of the value of the bike. This fee is not refunded.
Next to that you have to pay in a deposit, which is refunded in full upon returning with your bike. The deposit should cover the roughly estimated value of your vehicle. BUT: South Africa eg. has set the lower limit at 3,000 Euros, the Oz minimum deposit is 1,500 Euros. So, if your bike is worth less you're still stuck with this amount. If your bike is worth more than 3,000 your deposit should be accordingly higher.
