Obtain Carnet once away from home country?

I'm about a year into a RTW trip, motorcycle and rider from USA. I realize there is a new Carnet organization in USA, I phoned them and they are still not up to speed and issuing anything yet. Also during this conversation, the guy said that it was IMPOSSIBLE to issue a carnet for a USA motorcycle if it is already outside the USA.

I emailed the German company that supposedly issues carnets and they directed me to the USA company referenced above.

THE QUESTION: Is it possible to obtain a Carnet once away from your native country?

FOLLOW UP: If so, which company seems the most organized in doing this, especially for people who are already away from their home country?

As a UK citizen since the demise of the RAC we are directed to the German ADAC.
I found a contact there and it appears the ADAC are all sorted out with not only the application in English, but all emails being written in English.
We are in Bamako Mali at the moment so we sent the application to the ADAC via DHL post and it arrived in Munich 2 days later...our CDP was sent to us in Mali the next day!!!
Fantastic service and yes, we are abroad and we got our CDP.

I should have mentioned that as you are in the USA to get a CDP from the ADAC you would need a "Letter of non-objection" from the USA issuing body to allow you to use the ADAC...The ADAC may still refuse to issue you a CDP though.

I mention this because you said in your post "German company"

Membership - help keep us going!

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love. To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.

You don't have to be a Member to come to an HU meeting, access the website, or ask questions on the HUBB.
