The petrol stations in the motorways should have petrol I have been told but not sure I didn't check. Apparently the trucks supplying to the petrol stations in the motorways are escorted by the police.
If you are in Venice or Mestre you can take the motorway Autostrada A4 at Mestre toward Trieste which is free between Mestre and Quarto D'Altino (for about 20Km), you will find two petrol stations before you have to pay the toll at Quarto D'Altino, you may be lucky and find petrol. If not, go out and get in again opposite direction: there are other two on the other side.
I am not sure how many have done this but considering the congestion around the area I suppose people would rather stay home than get stuck by the blockages of trucks around the motorways entrance/exits but you have a bike it should be easy to slip through.
