Hi Huey!
I'm an american in the UK at the moment making final preparations for a trip to africa. I've been buying loads of bits from a land rover dealership and would like to reclaim my VAT as well. I've done some internet searches, and one of the stipulations is:
"provided the goods are bought from shops which are part of the Retail Export Scheme. Not all shops are part of the Scheme, therefore check with the sales assistant first. Most shops require a minimum sale of anywhere between £30 - £100 in order to qualify for a refund. In addition, always check with the retailer which method of refund he operates when you buy the goods (see 2c below)."
I'm planning to ask the land rover dealership about this tomorrow, but I'm guessing they are not part of the "Retail Export Scheme"
The site i found is:

I'll post here if I learn anything new.
