i was in iran with motorbike a couple of weeks ago with a carnet and at the border it seems that it is absolutly necessary to have one.
in iran i meet with a danisch-exil-iranier caravan driver without one, he said, that he have to leave a deposit of about 5000 euros at the border... and the man could speek farsi... i think it's very expensive, costly and nerve-killing to go without.
