I can't think of any reason why you would need to get a green card before you arrive at the Turkish border. There will certainly be an insurance booth at the Turkish border crossing where you can buy liability insurane.
I have entered Turkey twice (at the western end) with my Canadian-plated vehicle, and in both cases I had no difficulty buying insurance for Turkey at the border crossing.
The same holds true for when you leave Turkey. If you elect to route through Greece, then take a ferry from Greece to Italy and then drive onwards into Western Europe from Italy, the insurance you buy at the Greek border will cover you for all of the EC countries and probably also for the UK. Same thing applies if you choose to enter Bulgaria and continue north through Romania.
If you elect to travel through the former Yugoslavian countries, you will need to buy insurance for each country as you cross borders, Slovenia & Croatia excepted. This can get expensive.
I am assuming that you are not planning to travel north through Armenia, Georgia, Azerbaijan and then Russia... things are a little unsettled now in that area of Russia and it's probably not a good idea to go there at this time.
