If you don't have a hard copy in your hands at all time, you're driving/riding a vehicle that is then considered as not being covered with third party liability. Copying it onto green paper is even worst act if the police stop you during the routine check and follow the procedure.
2backofbeyond: you're mixing compulsory and comprehensive here, Simo is aussie and I suppose not a resident in UK. Your green card "paper" is part of your comprehensive coverage that you buy in UK, whereas Simo is not able to do the same, hence he's buying third party liability from provider that is enticing him to ride a motorcycle illegally by not sending him hard copy but even enticing him to print the scan on green paper.
