Guide may have to be in a car/truck
"Rumor" out of those close to the early "rule makers" and agency issuing permits is that the "guide" provided by the tourist agency leading the group must be in a car (maybe pick-up truck), not on a motorcycle.
Like all new government programs, things may be fluid for a while as regulators clarify their rules.
"Guide in a car/truck" reminds me of the 'rtw traveler who "had to do China," booked a tour and ended up following a large transit truck (read that "truck full of dust/dirt/trash") inhaling dust and trash for most of his trip while the guide rode up front in the cab. Motorcycle client said he seldom saw third gear, mostly second and first.
