A single entry Russia Visa used to enter Kaliningrad will not get you to St Peter.
For that will need a double entry or multi entry visa because it will mean entering Russia twice - unless you go between the two by direct air or sea ferry.
These visas cost more - but you will get to Finland by land, saving a ferry from Estonia. And Russian fuel, which you can buy at the Finland border, is under 50p a litre (about 43 Euro cents) !
The Coronian Spit leaving Kaliningrad to Latvia is an interesting Natural Reserve with the sea on one side and a lagoon on the other. There is a Parks charge of about 2 Euros. The ferry at the end to Klaipeda costs about 4 Euros for bikes.
