In those areas almost every motorist has a tire problem at some point.
You might not find a doctor, but certainly someone to repair a tire.
Or get you and your bike to a place with help.
I think an overloaded bike gets you more problems, than the excessive weight will help to solve a problem.
And it´s more fun to drive lightweight.

Soft panniers can be made as "safe"as hard boxes with a Pacsafe-style mesh net - we make our own, to suit our luggage.
A simple bike cover removes a lot of the attraction to opportunistic thieves.
Soft panniers are also very much less likely to break your leg just above the ankle in a slow-speed or stationary tip-over. Seen it happen to unladen bikes and to very experienced riders.
In a crash, soft panniers act like a cushion, whereas hard boxes deform and you may not be able to refit lids, etc.
Brushing against cars with soft panniers will probably not cause any angst, but whacking a hard box into someone's bumper may cause the bike to fall over and will probably result in a lot of address-exchanging, waving of hands, and possibly, shouting.
And, carrying less weight will give you longer tyre-life.

IMHO too darn heavy, you say no offroad riding (if you did you would destroy that bike in 2 weeks), BUT you want off road tyres?
Dump the tyres, and set yourself a weight limit
I had to smile, if I were a crook I'd leave your saddlebags and steal your brand new tires!!
Love the idea of the metzeler 880s on a light bike, did something like that with a DR650 years ago and don't remember having any problems

PS don't forget you could post the tires ahead, R U visiting a friend in say 5000 miles (send him the rear, and the front somewhere where you might be in 8000 miles)...just a thought

two stories
1) in 80 I ride from Paris to Dar es Salaam through deserts and West, central and East Africa. We were 3 at the beginning, with some tyres ( 2 ) . We were overloaded, ant sent back some stuff.
On laterite trails in Zaire, i felt too heavy with my zargal on the back ( at this time not so much material existing) .
So all you cand find do not take it tires, tubes (only one or mousse or reinforced ones or find a place to fix it everywhere mostly ), a few tools but ALWAYS a water filter .
You said no trails but you may find bad pavement, or have to cross rivers; or to push the bike ...
stay fit enough , able to run 50 meters , able to roll in case of falling maybe ?
I do some pratice training everyday , 15 or 30 minutes, and breathe

2) i rode Morocco trails ,some hard even too hard for me , NOT FOR the drz .
light weight is the way for all trails , on feet too .
Next time a GLoop coyote and tank bag will be enough for camping, and clothes ? Buy some if you need.
medecine ? minimum with basic oils .
photo gear ? none only a basic samsung stuff
gps ? basic C60
tent ? no a tarp

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love.
