You'll probably be fine on a vespa without a Carnet in Kenya, came in two weeks ago on a bike and they asked if I had a Carnet at all (Tanga -> Mombasa). Same goes for Nigeria coming form Benin a year ago by the way.
They were pretty strict with the Carnet at the Zambia - Tanzania border near Mbeya though. Avoided road tax in Tanzania, not in Kenya ($50 for three months).
Never had to get / show insurance for the bike (they asked for it in Gabon once - my medical insurance card was enough  ).
