I agree with Motoreiter. Kalinnigrad is not a window of Russia. It is quite boring and has no real 'feel' of Russia, as I know it.
However the border procedures were by far the fastest I have ever had for both entering and departing Russia. 20 minutes entering (from Lithuania on Curonian Spit) and 25 minutes exiting (to Poland south of Bagrationovsk) on a moto. My entry would have been quicker but for a group of day cyclists!
With the paperwork hassles (Visa, Insurance, money changing) I would give it a miss. But petrol is about £0.60/litre!
