I crossed the Oybek border in 2011 from Uzbekistan to Tajikistan. The Uzbek guards did their usual trick of waiting and delaying in the hope I would pay a bribe, and on the Tajikistani side I was asked for a bribe.
You do need to pay a legitimate road tax when entering Tajikistan.
The road to Dushanbe is passable by 2WD but the infamous tunnel was flooded and had some seriously deep potholes, all submerged in water. You would be wise to closely follow another car to try to get anidea of the road surface under all that water. Hopefully it has been improved in the last five years!
