I was in the following countries since 2000 and havent needed a carnet
Morocco, Algeria, Tunisia, Mauritania, Senegal, The Gambia, Guinea Bissau, Guinea Conakry (get it in the embassy along with your visa), Mali, Niger, Burkina, Sierra Leone, Ivory Coast, Togo, Benin, Chad.
The CAR, Cameroon, Gabon and Equatorial Guinea did not need a carnet in 1995 when I was there. Does anyone know if this has changed? What I mean is has anybody actually entered the country without one.
I have often been asked at the border for one, they have insisted I need one, I deny all knowledge of needing one and I have always gotten a laissez paisser.
