Well, actually the piece of rubber is only to make sure the tank doesn't plopstraight on the frame if the mounts get loose and slip down, so as not to damage the plastic tank.
The tank must be able to move for about 1/2 centimeter. This is possible if it is only supported by the two rubber rings and the rear mount (with rubber washers).
Oh, and if you've still got the original Beemer front spings - scrap them and fit some White Power progressive springs instead.
