Vic Roads must have changed the rules as back in 2009 they made us pay for their TAC 3rd party accident insurance. Never got stopped in 5 weeks & 8500km though. If going to Oz again I'd try & enter in NSW (no requirement apart from carnet) then not bother with any of the other state's bollocks.
For temporary import to NZ: customs you can either have a carnet or pay a refundable 15% tax deposit. To get road legal you need a rego (vehicle license) plus a WOF (warrant of fitness safety check) See the customs & NZTA websites for details, last time I looked they had all the info listed fairly clearly.
Come visit when you you get to Rotorua, usually a  , bed & garage here for a traveling motorcyclist.
