You can certainly try, but Carnet "rules" say that carnets can only be issued by the single national auto club authorized [ http://www.aitgva.ch/AIT_Home.htm] for that country's vehicles. Only if a particular country does not have an authorized auto club can someone request a Carnet be issued from a different country's auto club.
CAA is the only national auto club authorized to issue carnets for US registered vehicles. (US AAA gave it up 20+ years ago)

Because the UK's authorized Carnet-issuing club, RAC, recently made its carnets effectively much more expensive, some Brits tried to get German auto club, ADAC, to issue carnet for UK-registered bikes. No dice.
