You can get insurance from any motorcycle shop.
The prices and services are about the same any place you go.
The manditory (jibaiseki) insurance is usually sold for periods of two years, but you can get it for as short as one month.

insurance
Well, you can probably get insurance before picking up your bike.
Your carnet should have all the information you need (VIN and license number). An address in Japan will help, too.
Police usually don't check insurance, but they may if it is a foreign-registered bike. Just drive carefully, with the rest of traffic, and you shouldn't have any problems. Do not go fast, and do not change lanes at the solid yellow lines.

Hi Chris, I should be arriving at Osaka port on 10th July, I don't have a carnet with me this time, coz there's no authority issuing a carnet in Shanghai, quoting from what you said I can probably get insurance before picking up, do you have some web-based insurance online shop which can deal with foreign registered vehicle that can introduce me ? My GF is now in Japan, and she did a lot of enquires for me, but no insurance company know how to deal with my case, their reply were like only Japanese registered vehicle can obtain the insurance. I know there must be some ways of doing it rite ?
