Not true. I rode to Moscow in 2011, crossing the border at Narva, Estonia. I have a French-registered bike and my green card, issued by AXA, has the necessary RUS on it. The green card was carefully inspected by the agent in the insurance booth (he even borrowed his colleague's specs!), and declared perfectly valid. As was my husband's.
The green card listed the local Russian representatives on the reverse side. However, we always took it for granted that the cover was strictly third party only and not to expect to be able to claim for any actual injury/damage to ourselves.
UK insurance is a completely different matter. Our companion had a British-registered bike and was unable to get a green card to cover Russia. However, it was easy and cheap to pick up the relevant green card at the border. Again, it made him legal, but it was probably strictly third party only. Luckily we had no mishaps so we didn't have to test the theory.
