Yes it's possible to cross at the western border. Don't know about the road - there may be roadblocks. You will have to get round them and probably cross a few rivers where bridges are blocked. Fuel's a bit low on supply here so fill up at every opportunity.

Airport is operational. Thamel is safe but lots of it is shutdown.
Travel is safe early in morning. Taxis can be procured but cost more at the moment. Buses and taxis are available for tourists.
Govt bodies - like customs - are open. It's a good time to ride a bike in Nepal just now coz there is no other traffic! Roads to India should be passable but you might need patience.
