Belarus Vehicle Import ?

Hi everyone any info hugely appreciated. I have managed to convince a friend to drive my Defender from Austria to Belarus as due to Covid i cannot enter EU. (i am currently in Russia). He will have the following paperwork with him:
Original ownership papers in my name with a notarial deed authorising him to drive the vehicle.
Green card insurance listing him as the driver.
International Drivers license.

Anything i have missed that may prevent Belarus customs refusing to let him enter?

He would need a copy of your passport to enter into system if it will be imported under your name. Not sure if copy will suffice or they may inquire original.

He also needs a power of attorney (доверенность) to represent you for importation something like this:

Я, ..., гражданин ..имя страны, проживающий по адресу ..., доверяю гражданину ..., имя друга, проживающему по адресу ..., представлять мои интересы в таможенных органах. Данная доверенность выдана для временного импорта моей машины, модель Дефендер, VIN 444556677765555, номерной знак 456787 страна выдачи ... который истекает 1-го Октября 2020 года.

Необходимость импорта машины связяня с COVID-19 пандемией и ограничений на пересечение границ объявленых правительствами РФ, EU и других стран которые не позволяют мне прибыть в БЕЛАРУСЬ.

Form needs to be notarized.

I would phone customs and ask if they want any additional words on this paper, but this is what I was given as an example in other Eurasian Custom Union county.

Alternatively you could try to import under his name and then go to customs in russia and change importation to your name. You would need to contact customs in RF to see what they need for that good luck.

thanks that is excellent info, you have raised a great point if he enters under his name then when i exit Belarus and he is not with me the same issue will arise!!! so i will give him permission as per notarial deed in russian that he has my permission to temporarily import the vehicle under my name. excellent thanks again
