You don't have to register in the same state that you buy in. Where in the States do you plan to ride, how long you plan to be there as well as how often will also determine if you'd be better off just hiring, use a buy-back program, buy-ride-sell or buy-ride-store. Each state has it's own rules and as a foreigner you can only register in certain states. You'll need an international driving permit (get it from AA in your home country) to get insurance with either Progressive or Geico. Most states require insurance.
Use a local address in the state to have the registration mailed to you.
Expect to pay about 6% sales tax in most states, and up to 10% in California. There are a few states that are tax free, but most of those require residency. Also some states require inspection before registration.
