First, travel insurance policies differ by nationality even when the company is the same. That means a Global Rescue policy recommended by a European or Australian (just a hypothetical example) may not be the same one you purchase in Quebec. Be sure to read the fine print.
Second, the travel insurance policies I've been recommending (and using) come through membership in a diving organization, DAN. You don't have to be a diver to join, membership is only $35/year, and insurance coverage of various sorts is cheap--especially on a yearly basis. Unlike many, there are no exclusions to coverage based on arbitrary definitions of risky behaviors. It's worth looking into: https://www.diversalertnetwork.org .
But again: what's available to you might be different from what I buy here in the States. Read the fine print.
