My advice would be: obey the rules when you ride in Azerbaijan. For simple fines, talking in Italian may help, but not for big ones.
Never argue with them, never shout or talk loudly. Always smile and be friendly. They are very proud and don't like "rude/arrogant people".
Mostly you can be fined one of these in Aze:
1. Overspeeding (be careful in the urban area. Try to ride same as locals do. )
2. Always allow pedestrians to pass freely on pedestrian passages on the roads.
3. Do not overtake in the prohobited area...
