In which case they must surely exclude all road traffic accidents.
In any case I am not worried about acts of terrorism. They are very low on my risk radar. I would be concerned however about travelling to a country in which my travel insurance was entirely invalid against (say) road traffic accidents, which is where the real risk is.
Then again, would no insurance stop me going - no.
But I accept that is a very personal choice and has to take into account your family & dependants.
