No, when we were there over the summer, all the land crossings between Georgia and Azerbaijan and Russia were closed to "foreigners".
One other thing to note, if you are headed to Azerbaijan. Upon entry, Azerbaijan will probably only give you a 3 day transit time for your vehicle. We overstayed our 3 days and stayed instead for 7 days. Upon exiting the country, we had a lot of hassle, but only ended up paying a $7 usd fine.
You may want to ask about this when getting your Azeri visa, perhaps they can get you a longer time for your vehicle. But on the other hand, sometimes its easier to ask for forgiveness than ask for permission, if you know what I mean...especially in the Caucasus or Central Asia.
