Selling US plated (Oregon) Moto to Foreigner in Chile HELP

I want to sell my US, Oregon plated bike in Chile to a foreigner who will ride it out on a TVIP. Selling traveler to traveler. I have read so many forums on people going back and forth about legalities and whatnot. I want to do everything legal so all parties can be happy and travel as they please and have the bike in their name. I am assuming I transfer the title via my State and somehow get it mailed down to Chile. And then transfer the TVIP to the forgeiner either in the free trade zone or at an aduana in the city so I can then leave freely and they can have the bike in their name. Too many forums have been arguments of legality, please keep it simple and legal, or contact me if I can get ahold of you for more help.

First you need to determine whether you can legally transfer ownership in Oregon without the buyer or the bike being physically present. I'm not sure that's possible, but even if I were certain you'd want to verify it yourself. Then you need to figure out whether a non-Oregon resident can register a vehicle there--again, I'm not sure this is possible to do legally (in fact, I think it's not).

If stymied, it might be possible to transfer your registration to a more amenable state, like Washington. You don't have to be a resident of Washington, and you can do a transfer of ownership by mail here. Usually this takes some time to complete, measured in weeks or months. There is someone who facilitates such transfers, but you'd have to search them out on The HUBB and/or ADVrider sites.

You can see why people usually end up bending the rules here or there. Your determination to do this legally is admirable, but it's going to cost you in time and energy.

So, I've done this, and many people have with the help of Alex at Overland Title transfer service. Look him up on Google or Facebook.

So the bike I bought in Santiago was a Florida plated klr650. Before I'd even arrived in Santiago Alex had sent the new plates (Washington) and registration in my name to the hostel I would be staying at (I'm British and I've never even visited the US).

Once in Chile with the bike and the seller we went together to a notary to make a Carta Poder (power of attorney) document for me to leave chile on the original plates. I left Chile with the Poder and original plates, at the border I switched to my new plates in my name and entered Bolivia on new plates.

PS the border guards both sides were absolutely fine about this, I explained that I'd bought the bike (like every foreigner has, why bother trying to lie to them).

And I left the TVIP in in Chile in the sellers name, I already had power of attorney so couldn't see the point in doubling up on papers. Was no problem, I even went back to the Chilean side to make sure they'd definitely done it.
