My 1vj tenere has a continental headlamp and I "convert" it for the mot by sticking a piece of black masking tape in the bottom right quadrant of the headlamp. this seems to satisfy the tester as it stops the dip shining into an oncoming drivers eyes (although it's not the greatest headlamp in the world, so i'm sure they'd cope).
It seems churlish to fail on something like this, mand any MOT tester worth his salt would suggest this dodge. It sounds like your test centre are after the cash and it might be worth finding one who are a bit more cheery and bike friendly for next time!
