Leaking carb

I had my carbs serviced and rebuilt on my 3AJ
I fitted the carbs and by passed the fuel pump
If the fuel tap is left on when the engine is stopped fuel drips from the overflow.
I put my bike in a garage for another repair and he also checked carbs put back together and still leak when engine stopped.
Is this normal if you bypass the fuel pump.
