Green Card insurance cover available in Turkey

I've just had this response from the Turkish Auto Club:

Quote:
You could buy Green Card Insurance from our European Borders and our
headquarters.

Ipsala(Greek border), Kap kule and Derekoy (Bulgaria border) Offices.

TTOK Headquarters
I. Oto Sanayi Sitesi yani
Seyrantepe yolu
4. Levent - Istanbul
For the rates see: http://www.turing.org.tr/eng/green_card.asp

Unfortunately, it seems very expensive. Don't know whether these rates are for all vehicles or just cars.

I tried to buy insurance from the Greeks at the border when entering from Turkey in February. They said they didn't sell it. The lady at the tourist information did a quick phone around for me and told me that Greek insurance companies no longer sell green card insurance for foreigners.

Does that mean that they let you enter without it?

Is the world getting crazier?
