As much I know in recent years it has been not possible to get Angolan visa on border. You'll need to apply in Pointe-Noire consulate. Seach for "angola visa", there have been several threads here in the past.

try as a flight tourist

I got a visa for angola last Nov. at the pointnoire. They never issue visa for overlanders but they can issue visa for air flight tourist.
I got a visa as a air flight tourist(I mean flying into luanda and out to windhoek and so on) then ride into cabinda but I didnt have any problem on the border and road.
You need some paper works, they give you 5days transit visa.

Try this...?

NOt sure if this is relevant for a transit visa - but try and contact the Rio Longa Camp (Deep Sea Fishing Lodge) in Angola - at the very least they will be able to give you advice on the current situation

I know they promise to help you obtain a visa if you're staying with them...
