Into Tibet from Kashgar? Highway 217?

Does anyone know when the chinese are likely to or if there are plans to tarmac this route. Does anyone know what the current state is, i only have advise from 2003? I really want to cycle it in its current condition (i understand the difficulties), and would hate to go a few years too late.
