I don't think that's correct, I'm 99% sure I've read threads here on the HUBB where people stored their bikes in Mongolia from summer to summer, although as mentioned, I don't think you can just leave the bike, there is some paperwork involved.

Personally I would never rely on a consulate or embassy on questions like this, they often have no idea, and don't even know that they don't know...

Again, search carefully on this site and probably ADVRider as well, and I'm 99% sure you'll find people that have left their motos for a year.

Mongolia: search for Mongolia, I don't remember exactly what you need, but I think you can do it. Many people did it in the last few years.
Other country in Central Asia was easy until this year (Kyrgyzstan) but probably it will not be the same as they now entered custom union with Russia
