Have you checked the emulsion tubes arnt worn?.(Ive owned a few yamaha's in the past and every one of them within my ownership needed the emuslion tubes done)Or like some one said in a previouse post, A jamed float bowl/plunger, Air box ruber's not on tight enough/carb rubber's cracked.

Really the only problems i've had with hard staring when cold have been valve clearances/bad coils/ ht leads.Thats if all of the above are fine.

That beeing said. I ran about on a ducati through the summer that for about a week gave me nothing but grief when trying to start it. Id striped the carbs down,checked all the usual suspects everything looked fine.

The end problem beeing the fuel filter,On the ducati it's actually inside the fuel tank,There was no inline jobby either,Some days the bike would start/run fine through out my 15 mile commute.And other's it just wouldnt start. In the end i drained the tank and found alot of what i can only describe as moss/gunge type stuff in the bottom of the tank and a seriously clogged fuel filter. (The previouse owner had said he'd changed it 600 miles ago) I think not.

Have you checked your float height?
Im far from beeing an expert the above are just some symptoms ive encountered over the years.

Just overcome the problem!

The main problem was in the starter cylinder of the carb! We tried to take the starter cyinder out which didnt work. Seemed to have some corrosion , Half an hour of WD40 and hydraulic fluid mixture it resolved and there was pretty enough of corrosion to stop the starter cylinder fail. We cleaned the little piston and the cylinder, put in again and voila!!

Precaution!! Before you wash your Tenere check the starter cylinder cap, it is a plastic piece of pipe prevents water to get in, if it happens I think galvanic corrosion starts between alu carb body and the brass starter piston! My plastic cap was worn so we reinforced it with a isolation tape...
