Decompessing issue.

I discovered that there might be an issue with my dekompression system, the engine has been hard to crank for a while. I was talking to a guy earlyer today and he told me to check it out, so tonight i did.
Not sure how this is working but when I was cranking the level on the head was not moving, is this correct ?
I tok my finger and moved the level backwords and I could feel somthing happens inside and the cranking was easyer to, it even fired up.
I don`t think the wire is broken, what else can be the problem ?
I will spray the level on the head with WD 40 to see if that helps, mybe it only was stuck.

Not positive on the electric start models, but on my kicker the lever on the head moves toward the back as you depress the kick lever, till about 2/3 then it snaps closed. I think on the electrics it should do the same as it turns over till it starts. Follow the cable down and pull on the other end to make sure it's not broke. Then look at how it's attached down there, it should move some till it starts, unless electric models don't use it. There is an adjustment splice to take up any slack in the cable, it's about in the middle of the cable.

Thanks, I will check it out later. The bike did start today and it looks like it works fine for now, the el-starter dont have enough power so I have to kick it but it works and that is the main thing.
