Honda Shadow, there are a bunch of them with different engines, some chain, some shaft driven. low seat height stone cold reliable.

I'm nearly 5'4" and used to own an aprilia pegaso - about a 780mm seat height. It was a great little bike and extremely manageable and light weight, with a nice upright seating position.
